Technically, you can use plex on it. You just have to watch plex from a casted web browser.

I have a question that might fit this subject. I have a laptop computer that I want to watch Netflix..etc on. I am at work though and thus do not want to use their internet as it is monitored. My cell phone has 4g wifi, but it only goes to 2.5 gig worth of memory before it slows way down. That is fine since it is only 5 extra a month(PCS Mobile) and I can still play online games with it. However if I stream movies like Netflix, I run out of that 2.5 gig pretty fast.
Would this device allow me to watch Netflix from my phone which has unlimited internet? It is only the Wifi that has a memory limitation.

No, it doesn't stream from your phone. It uses wifi and you control it with your phone. If you configured the phone as a hot spot it might work but I am not sure about that.
EDIT: Quick google search makes it look like you can connect the chromecast to your phone hotspot but you can't control it from the same device so you would have to connect the chromecast to your phone's hot spot and then also connect another device (phone, tablet, laptop) to your phone to cast from.

Apparently Google is having a Chromecast SDK hackathon this weekend and the SDK release is expected soonish, at which point presumably we can expect much better support.
